Yes, this requires a few things.
CD Ripping Software - a program that will take music off a CD and turn it into a mp3 file on your computer
USB Cable - A cable that connects your phone to your computer. A lot of phones do not have this feature (well a lot do, but for some reason that is beyond me the question "can I connect this phone to my computer" isn't a question people generally ask sales associates before they buy a phone)
If you didn't get a USB cable with your phone. Talk to the sales guys that sold you your phone and ask them if they sell it (sometimes you can get it separately =) ).
If you cannot get a cable there is ONE last option. If your phone is equipped with bluetooth you can send a song to your phone via bluetooth (short range wireless connection).
If you have neither of these. I don't believe there is any way you can do it.
If you do have one of these, you should post another question :) asking specifically how to do with with a USB cable or with bluetooth

Yeah - one way to do it is to use a free site like www.phonezoo.com. You'll need to rip the CD into mp3 (pretty easy to do using Windows Media). Then you take the mp3 file, upload it to Phonezoo and they convert it to a ringtone. They send you a text message with your ringtone that you can then put on your phone.

Yes, but first you need two things:
1. Can your phone support ringtones? Some can, while others cannot.
2. You need some type of ringtone creation software.I use "Xingtone", which I purchased for $14 from http://xingtone.com/index.html
It works very well for me.
The downside? It works for only one phone number. But you can send an unlimited number of ringtones using it; Just remember that sending a ringtone counts as airtime towards your cell minutes.

Yes. You can. Its fairly easy.
If you use Nokia, that does not support mp3, use the PC Suite that you can download from Nokia Site to upload the mp3 file. It would convert the file to wav before sending it to the mobile.
For other sets, most they support mp3.
For increasing the volume, use Audacity or Goldwave.
