when plotting (3,2) do you go up first or over first?

over 3, up 2. It's always (x, y) for points so left or right for the first number and up or down for the second.

In a rectangular coordinate plane the point is (x,y) so you would have to go 3 on the x (3 over) and 2 on the y (2 up)

By convention, any ordered pair (x,y) gives the horizontal "over" component first, and the vertical "up" component second.
