They sense or think the end might be near, they are both teenagers and are starting to realize that the opposite sex exists, you can see that Peter "seems annoyed" when he has to deal with Anne, which is typical teenage behavior showing the total opposite, they like each other and try to make believe that life is normal by crushing on each other.

There was a lot of subtext going on: they sense they might not make it, and they didn't want to miss out on one of the mysteries of life: sex/love. It was the most intense love scene I've ever seen on film, heartbreaking, because I think they sense the end is near. A film like this takes several viewings because there are so many levels to it.
