Is there a difference between Irish jigs and Irish step-dancing and if so, what is it? If you know more, please tell me! Thanks!

Also, one more thing I would like to know is when you are doing the dances, do you have your arms stiff at your side or hold them behind your back?

I don't know enough about anything Irish to know the exact different between Irish jigs and Irish step-dancing, but I have done something of the sort, and as far as I know, your arms are stiff at your sides, but I suppose that can vary.

Irish jigs are specific steps in Irish step dancing. the most basic two types of steps are jig steps and reel steps. the main difference b/t the two are that the steps and rhythm is counted differently.
