Because stem cells are isolated from fertilized eggs and grown in petri dishes. While current stem cell research involves just growing the "stem cells" for study, it would be pretty easy to grow the entire fetus as well, and or, clone one for research. It's a very tricky subject.

from a bundle o stem cells, you can make a whole new organism. stem cells are your cells. but the difference is that, they haven't specializd yet. stem cells from fetus, in time, wtill become skin cells, somatic cells, brain cells, blood cells, etc. so if you have enoguh number of stem cells, you can make an entire new organism, that is, by cloning.
