Is it just me, or is my tank cloudy as hell? I put new gravel in, rinsed it out, but maybe not enough? Help please??

I'm not trying to say that you don't know what you're doing but here is a list of things that you may need to know. An aquarium should have a filter(make sure it is the right size for your tank), also it needs an air pump which connects to a bubble curtain(this is for aeration). Also make sure that you keep the glass wiped clear of algae, sometimes this is not necessary, but you might want to for appearance. Make sure your tank has a heater set at the proper tempature(72-80 degress). It usually takes up to three of four days for new gravel to settle(this is one of the reasons your tank is cloudy). Also check to see if your water may need an antibacterial agent.

Sorry, the pic isn't working for me.

Is it the gravel that's clouding up the water? If so, that's normal, it'll settle, just do more frequent water changes (try doing 2-3 every week instead of one change every week to get the cloudiness out)

Is it from a piece of driftwood? Driftwood leeches out tannins that makes the water look tea-coloured. Same story, just keep up with the water changes and eventually it'll go away.

If it's brown, it may be diatomes. They are present in new tanks and will settle eventually.

If it's green water, that's a single-celled algae.
If it's white, that's a bacteria bloom. The solution to both of these is to feed less (feed once or twice a day, only what your fish can eat in 2-3 minutes), and to do more frequent water changes (do 30-40% ever week)

Gravel need intense washing before putting into the tank. I wash my gravel like 4 times and still it make the water cloudy, you need to wash it very carefully, because gravel are from the ground so they are extremely dirty.
