To get an accurate measurement, you need to have someone else do it.
Go to a lingerie store or nicer department store and ask them to fit you. I've done this many times. It seems weird having a stranger cinch a tape measure around your boobs, but they're very professional and helpful. It's the best way to get a proper fit.
And repeat the process regularly, as your bra size will change as you gain or lose weight, or go through other changes.

You get someone else to measure you correctly. The other person would measure your bust line, just under your breasts and all the way around your back. Than measure the breasts across the largest points and all the way around your back. You would compute your bra size by a letter and number. The number would be your bust line and your letter would be a conversion of your breast size minus your bust line. For each inch difference you go one letter higher in the alphabet. 1 inch bigger breast than bust line would be a A, 2 inches = B, etc. And do measure as often as you feel it is necessary as your bra size will change with your weight fluctuation, pregnancy, menstrual cycle, etc.
If you find yourself with a size bigger than what is available at your store, do a search for a bra specialty store..no not a lingerie store...a bra specialist.

Under the bust, and around the largest section of your bust (for cup size). A good bra department or shop will do this for you, and help find a bra/s to suit your desires or body requirements.
