First of all, I would stop worrying about how to get your book published until it is actually written. There are a myriad of options, both with traditional publishers and self-publishers, if you ever finish your story.
However, most people who begin working on a novel never finish it. It is an incredibly amount of work.
Sit down every day, and just start writing. Come up with characters that are well-rounded and that the reader can really care about. You might find that if your characters are well developed, the story takes you in directions you never expected.
I would suggest working on your grammar every day, as well. Pick up a copy of "The Elements of Style" for help with that. These are some of my other favorite books on writing:
1) "On Writing Well" by William Zinsser-- This is an excellent reference for any kind of writing. It will make your emails, essays, stories, and other writing clearer. I recommend this to everyone who wants to improve their writing skills.
2) "Bird By Bird: Some Instructions on Writing and Life" by Anne Lamott-- This is slightly more geared towards fiction writing, but can be helpful when you are attacking ANY large project in your life. Definitely a must for creative writers, students, or people who are looking for an entertaining book on writing.
3) "Writing Down the Bones" by Natalie Goldberg. This definitely targets creative writing, and focuses on the practice of writing. I write a lot of poetry and am working on a novel, and this is incredibly motivational to me. Practicing your writing every day will help teach you how to put those ideas together.

I'm a bit confused on the question, but I'll try to answer it the best I can. If you're having trouble sitting down and writing, start this exercise: Sit down every day for a certain amount of time and write non-stop about any topic in the world. If you run out of stuff to say write "I don't know what to say" or and over until you think of something else to talk about.
If your problem is coming up with an idea, have massive brainstorming sessions. Devote an hour or two of doing nothing but contemplating story ideas. The ideas can be of any genre, romance, sci-fi, fantasy, etc. And then jot down notes. After you collect ideas, read over them once a day. The ideas will change and combine and twist into full plots and you'll find a story idea that you can't live without writing.
Extra Tip: Always carry papre and a pencil. It's amazing how ideas will pop up during your everyday life. And it's not so easy to remember them later on.

Your friend would be the best bet for that project. But if you want to make up your OWN scary novel, then you're going to have to start from scratch like everyone else. :0)

Jotting down names, places, character bios, the works!
Creating the novel (physically) is going to take some mola and doing, so don't worry about that until you *get* that book finished!

Who can you start writing a book ??
I would say your best bet would be your friend--they've already said they wanted to---
Now if the question was HOW (??) well that's an entirely different story (answer) altogether now isn't it-----the first clue would be to learn the difference between who and how---or learn to type !!!

attempt coming up a depiction - maybe financial disaster by financial disaster. or maybe if there's a timeline, set it up like a tree - the trunk is the passing time, and the branches are the movements by the characters. a number of those movements overlap, how does that interplay ensue - then write approximately it. purely a concept.
