Actually, most ISPs use dynamic IPs for residential customers, unless a customer specifically requests (and generally pays for) a static IP address. Most business grade connection packages are assigned static IPs.

Power off/on your modem and this should change your IP. Keep in mind though it justs changes the last number set. (192.168.1.100 might change to 192.168.1.102 for example)

I think what you're really trying to ask about is: Is there a way to mask your IP address. The answer would be 'yes', but I can't think of any legitimate reason why you would need this.

No. Your IP address is assigned from your ISP to you, and you can't really change it. It's like a street address, you can't just up and change it.

Your IP address may change from time to time naturally if your ISP is set up that way, but there isn't really a way to make it change. If your IP changes from time to time, you could try turning off and back on the equipment the ISP gave you, unless you are on dial-up, then try disconnecting and reconnecting. However, a lot of ISPs use static IPs, which means your IP will never change unless you call and asked to have it changed (and be ready with an explanation), or switch ISPs.
