It's probably just normal discharge and she's only noticing it before she pees because - well, when else does she look down there? She goes and it's gone because she pees it away and then wipes. Since it's odorless and painless I'm pretty sure it's nothing. She can make a gyno appointment just to be sure - it never hurts to see one, anyway. But she shouldn't worry too much because I really think it's nothing.

Outside her *outer labia*? I don't think that's what she meant.
I can't imagine where she was actually trying to say it is, or how on earth she came to see this. But I wouldn't be concerned if there are no other symptoms--wait and ask the doctor at her next annual checkup.

Foamy? This doesn't sound normal. Get her to a PCP (Primary Care Physician) A.S.A.P!

I think that it is just a normal discharge, but if you're still concerned just take her to the doctor.

I have never heard or read of this. I would suggest to her to call her doctor immediately.
