Very unsafe. Deny him a connection until he learns to exercise smart computing. There is no reason for any computer connected to the internet not to have at least some level of protection.
There are great, free AV productions (like AVG and Avast) that use very few system resources and run almost transparently in the background. This would be the bare minimum. I know on networks I setup, if a person does not atleast have an AV solution they do not get access. There is no reason to allow them on a network when they can pose any level of threat to other users.

Maybe not "unsafe" if the rest of the machines are secure, but if his machine is infected with worms and adware/spyware that use a lot of internet connectivity, it can slow down the network and internet connection for all of the PCs, not just his.
Also, his machine could become part of a botnet, which will use a lot of your network resources and could be used for spamming peoples email, or a DDOS attack.

yes and no. As long as he has the latest Windows updates and the Windows firewall is turned on, it shouldn't be too much of a problem. But having no Anti-virus protection is asking for trouble. Norton sucks, by the way. Tell him to go with AVG Antivirus or Avast. Both are better than Norton and both are free. Also, try to get him to load some type of spyware checker on there as well.

Tell him to install Avg and Zone Alarm. These are some great programs that will not really slow down his computer. He can download these programs free at
