hello, i figure you're having a hard time figuring out who to believe since one says much and the other says many.

here's a rule of thumb to note so that you don't get confused in the future: MANY is used for more than one item that can be counted (can be a person or thing. eg, monkeys, paperclips, pencils, shoes, watches, etc.). MUCH is used for more than one item that cannot be easily counted or that are a part of a whole (mud, sand, electricity, rice, hair, part of a cake/lollipop/snicker bar/potato etc.).

but please take note: if you're only talking about a say 3 grains of rice, or 4 strands of hair then you use the word many. if you're talking about the sand on the beach, the rice in the ricepot, or the hairs on a person's head, it'ld be much because it can't be easily counted.

so in answer to your question:

i would like to rephrase the answer for you since your answer is confusing and doesn't sound right somehow: "To find out from our plan (the plan) HOW MANY activity goals were achieved."

How many is used in cases where individual items are involved. How many apples are in that barrel?

How much refers to volume of a non-specific mass. How much applesauce do we have?

In your case, there would be a specific number of goals, so it would be how many, or you could skip the issue entirely and say something about how well the goals have been met.
