Are those cowboy outfits???? can someone tell me what and the main question..... why?

Al Michaels (one of the NBC announcers for the game) mentioned in the opening that the uniforms the ref's are wearing are their new "cold weather" outfits.
I guess their designed to keep ref's warmer during cold games.
