A student exchange program would definately add to your college applications but it will not be the only thing they see.

You also need:
1)A very strong essay (you should have it edited by at least three people)
2)Strong reccomendations (usually it is best if you take your teachers a brag sheet (kinda like a resume of your high school acheivements) so they can write a stronger one)
3) Activities, I recommend at least 3 (a sport, an academic such as Honor society and a leadership activity)
4) And of course a strong GPA

I honestly have no idea if college admissions officers have a preference for students who've done exchange programs, but I think that the maturity, independence, self-reliance, cultural awareness, and broadened worldview you'd get from a study-abroad experience would definitely make a positive impact in your own life. If you want to study abroad, go for it! Just make sure you're doing it for YOU...not just because it looks good. :)

Probably not unless you were applying for a degree program involving international business, international development or second languages.
