It's become a way of saying hello, but you are really wishing the person a good morning.

To quote Tolkien.....
"What do you mean?" [said Gandalf.] "Do you wish me a good morning, or mean that it is a good morning whether I want i or not; or that you feel good this morning; or that it is a morning to be good on?"
"All of them at once," said Bilbo. "And a very fine morning for a pipe of tobacco out of door, into the bargain. If you have a pipe about you, sit down and have a fill of mine! There's no hurry, we have all the day before us!"

Good morning, it's saying that it is a good morning or atleast recommending that you take that outlook upon your own thinking as well. It's suggesting that you see this morning as a good morning slightly but it's just a blatant phrase with little meaning behind it's obvious positivity.
