It's not that simple. It can snow when the air at ground level is closer to 40 degrees if the air higher up is colder. As the snowflakes fall and land on the ground, the first few will melt and cool down the ground. If it keeps snowing, the snow will "stick" even if the ground was warmer than 32 degrees before. By the way, I prefer accumulate to "stick."

I would say that the snow would melt until the ground cooled to at least 31 degrees.

That would depend on what the temp of the ground is.
