just to answer simply, it is better to choose a place that has a steady temperature humans can't control the weather, but can predict it rather well, and we can always water the orange trees.

Neither choice is sufficient.

Steady near-freezing temperatures or steady rainforest precipitation levels will not support citrus.

A "mediterranean" climate is ideal: never below freezing, usually warm but not hot, and with adequate but not excessive precipitation.

Research the climate history of central to south FL, that's where the majority of our oranges grow, also very sandy soil.
