Everyone above, except Will is getting ripped off.
I arrive in this country every year and give my passport to an agency I have used for 14 years and they keep my passport up to date with bi-monthly visas on a tourist basis for the whole year.
Including my ECC (exit clearance) I pay only 300usd for the year!
You don't need to carry your passport here if you have any other form of ID, like a driving licence, even from your own country, so why carry it around and risk losing it?
You will find some travel agencies are unscrupulous in their charges for this service, but I have never had a problem with my agency, in fact, I once stayed here for two years as a tourist, quite legally with tourist visas.
I leave the country for a couple of weeks a year, otherwise I've lived here for the 14 years.
If you do it yourself at the immigration office, you'll have a nightmare of hassles and shoving, but it may be a few pesos cheaper.

If you are a tourist, you can only stay for a few months. Visa Fee is around UD$100/mo. Check the nearest Philippine Embassy or Consulate for exact details.

First time I did it, I think around 1800php. The second time, my wife had Immigration hookups, front of the line and 500php later I was allowed to stay a little longer.
