This should be written "Many soldiers have been sent to that area to help the citizens out, all of whom are suffering from the flood." You do not use linking words/conjunctions (and, but, because etc) together with relative pronouns.
If you use "and" to link the two parts of the sentence, you'd use a normal subject pronoun (they) but in this sentence "because" would be better than "and" - "......because they are all suffering from the flood."

OR
He is a warm-hearted man with WHOM you will find nice to work WITH.
You cannot use "with" and "who" together.
the second sentence:
Many soldiers have been sent to that area to help the citizens, and all of whom are suffering, OUT from the flood.
As the soldiers are helping the citizens AND all who are suffering, the "OUT" should come after all these "people".
BOTH sentences have errors in THEM. Please find and correct THEM, then tell me the reason FOR THE ERRORS. I appreciate your kindness.

I'm unsure of your request but if you have a sweetheart in the forces, they are and you are not allowed to make conection as to there where abouts and actions. either deleted or as may be "error" in place of word
