You must closely examine the purpose of a grand jury: to determine whether an individual may be indicted for the crime. If they haven't been indicted, they aren't yet a defendant....

Haha! I actual have the handbook to the 109th Congress, and that i've got enjoyed writing a huge X on each and each of them as they have resigned. yet no, they are no longer the cream of the crop, they're those that have been given caught.
