There are several reasons that Goldeneye is considered one of the greatest games ever...
1. Well balanced difficulty curve
2. First 'True' FPS (The others up till then had been Doom style games)
3. Hundreds of 'Funny' glitches. Somebody wrote into a magazine showing a guard with 4 faces.
4. Lots of cheats to unlock
5. Excellent multiplayer
6. Levels and dialogue stuck 'Mostly' true to film
7. Hundreds of weapons
8. Several different ways of playing. Try this one. If you have invisibility, try going around a level where the guards wear hats and knock the hats of everybody without killing them
9. Excellent Player-Level interaction. The stated shooting hats off as well as shooting out lights.
There are probably other reasons, but those are the ones taht spring to my mind.

it had a sweet story line, a huge set of guns...had duel guns...
first good shooter for 64, and amazing multiplayer that everyone could handle

It is an awesome game. Multiplayer was where the real fun was =)
