What pda or smartphone would be best so that I could do visual basic/visual .net/c/c++ programming?

your ONLY choice is Treo.
In this case the TREO 700W if you want to actually program on the handheld device. But that's not what the serious programmers do to create applications. They buy the SDK for the device they are looking for and do the programming on their PC, they even test on a virtual handheld program.
