The two stars is the maker's mark--the mark that identifies who/what company made the piece.

In the United States it is against the FTC's (Federal Trade Commission) regulations to place a hallmark (10k, 14k, 18k, .925, etc.) without also marking the piece with a maker's mark. The maker's mark shows that the person/company that made the piece is standing behind its claim that the piece is 14k gold.

This is the signature of the person who made it. They leave different things. Most of the time it's their initials and sometimes they will throw shapes in.

On my engagement ring I have the initials C A U. Just the engraved signature.
