I'm hoping that you are being sarcastic, and are comidicly commenting on the strict censorship rules we have. But just for the sake of argument, I don't think censorship applies to some cartoon characters, but we know Disney has some problems discreetly placing unmentionables in movies (Lion King, and "SEX" in the sky, a hard-on in the Little Mermaid, and the "good teenagers" comment in Aladdin) and on VCR boxes (the penis on the original Little Mermaid VHS box), and I'm sure these things have been taken care as they are rereleased on DVD. So, unless Winnie the Poo shows up with a spurt of puberty onscreen, he'll go pantless and without censorship.

OK. Hello. He is a cartoon with no genitals. Why would he need to be censored? Janet Jackson has a real nipple.

The same can be said for Tweety Bird, Porky Pig, Woody Woodpecker, and a great many other cartoon figures.
Personally, I find Janet's boob more appealing than a bears' behind.
