Depends on how it appears in a sentence. It could be: The paintball rivals have been challenged to a repeat match or:
The paintball rivals had been challenged to a repeat match. It could work either way depending on what you are seeking to convey.

you could use have even if you were talking to someone. if you said to me "paintball rivals have been... coming to my house" that would make sense...although i dont know what paintball rivals are.
So, it totally depends on the rest of your sentence.

'Have been" means Still doing as in 'I have been known to do that' Meaning that is something I do sometimes.
"had been" means Used to do as in 'I had been known to do that' Meaning in the past i used to do that but not anymore. So any one can be correct depending on the context of the sentence the phrase is being used. Hope this helps. :)

have is if they are still being
had is if they were being.
But i guess if you used "had been" when talking to someone, it would make sense because you are talking about an event that happened before. So, yeah, i guess it's "had been".
