it's like your lips are too dry.If the weather is too cold in your area that might be the cause of your problem.Try exfoiliating your lips with soft toothbrush, wet your lips first with water then with a soft toothbrush brush your lips circular motion lightly to remove the dead skin and then you can try putting petroleum jelly at night(not too much). It will soften your lips and when you leave the house try putting on nivea lip balm, godiva lip balm, chapsticks also works, but it is only by trial and error on the balm which will work best for you. Also when your lips gets dry dont lick it with your tongue it will only cause more dryness and try not to peel of the skin,it will cause bleeding and infection.

Chances are your lips won't "scar" permanently. It's just the temporary discoloration from the peeling skin and new skin underneath. But, Chapstick brand is very very good for keeping lips moist and protected, and Palmer's makes a cocoa butter stick (the same size as a chapstick) and that is also good and is specifically designed to smooth scars on chapped lips or anywhere else on the body too, if you are overly concerned.

I have very chapped lips because I bite them all the time, and my brother has it worse. Or at least, we did until we started putting on Vaseline every night before we go to bed.
God, that sounds like a really bad comercial.
But, really, Vaseline is fantastic.
At the risk of again sounding like a really bad comercial, you notice a difference even after just one night. It works so well! Just put on a ton of it on, and, if our lips are raw around the lips, around your lips too.
It helps your hands if they're dry too.
If you were a girl, I would highly recommend using it instead of lip gloss too, because its so cheap and good for your lips and it looks great.
But just use regular vaseline, not the specifically for lips Vaseline they sell, because it's the same thing, they just sell less of it for more money.

carmex is mostly just for dry, blisterd lips, to get ride of scars they have scar creams, i dont see why you couldnt put a lil on your lips, like befor you go to bed rub some on your lips jus make sure you dont get any in your mouth, and during the day use carmex to moisten, but at night use like miderma to help with the scaring. i used miderma on scars i had and it works, so i dont see why you couldnt. the best thing to do is to go to like walmart or walgreens and ask the pharmisist they would know best :-) sorry bout spelling lol. hope this helps
