I think you're referring to this which is a disorder of the thyroid when it doesn't encourage enough growth.

i cant provide u with info regarding hypocricism ... but can tell u wat it is ... in simple words it means telling someone not to do or to do something but t one who says it does t exact opposite of what he says .... eg. a person tells his son not to smoke but actually t father itself is a smoker ....
