It certainly seems possible. I doubt cheating is an American issue, look at some of the cheating that is caught in the Olympics. Not sure if they test, a lot would depend on the culture and media attention to the issue.Got to believe that some cheating goes on there as well, there is a lot of money to be made and sometimes they think they need an edge so they can collect a check. Lets face it steroids have been a problem in the Major leagues for a long time, they can pretend it is a new issue but I was an above average baseball and football player in high school almost 25 years ago and I had plenty of opportunities to use and many did including at least one local NFL player who worked out at the same gym I did use- that is where they were most available then.
As for the Dominicans I think that is a very easy yes, several minor leaguers from the D.R. were suspended this year for use and there is no testing system in the Dominican.

They test for steroids in all leagues now. I'm sure there is a problem with steroids in Japan, but only from the American players there. The japanese are way better than us. They actually have something called an honor code which they follow. I very much doubt that you will see Japanese guys using a lot of steroids.
