There is no right or wrong answer for your question. Despite the things he did, there are A LOT of people who love this guy and still follow him. On the other hand, there is also A LOT of people who don't like him.
But from my perspective, I would say that there is more people that don't like him compared to the amount of people who do like him.
Of course, this answer is only based on your question, and not based on any of the things (good or bad) the Fujimori did while he was president.

He was the country's President once. Evidently, they liked him somewhat at least. I do not think he is the most beloved figure in Peru now. He has quite a luggage of dirty little deeds, some of them not so little. Some people have doubts if he even had the right to run for President because of some problems with his citizenship. Peruvians are intelligent people and did not want to have a person with dictatorial tendency,like Fujimori, as the President of their country.
