I live in CA and will be traveling in just over 2 weeks. I went to the government website and it said:
For All Minors Ages 14 to 17:

Each minor child shall appear in person.
For security reasons, parental consent may be requested.
If your child does not have identification of his/her own, you need to accompany your child and
present identification.

Well, I read everything I could find on the site too, and it does not address this question. You will need an expedited passport to get it that fast. I would reccomend calling the nearest passport office ( in a large post office )and ask them to be sure. Since you were under 16 when the original was issued, you cannot renew by mail. I wouldn't take anyone's opinion...want the info straight from them. Anyway, gotta hurry. There will be an extra fee for the fast service.

You're 16 and your traveling in 2 weeks and you want to get a passport without your parents. I take it you're not traveling with your parents.

If you've never had a passport before and you're not traveling abroad to study (well documented) or something like that, I'd put money on a request for parental consent. And it will likely not come from your local "passport office." Local passport offices are staffed primarily by people who do things other than process passport applications. For the most part they do nothing more than collect documentation and send it off for someone else to process. They may or may not have any experience with taking an application from an unaccompanied teen. So even if you persuade the local person that you don't need parental consent, there is a good chance that you'll receive a request from whoever actually processes the application, who will be a lot more familiar with requirements and procedure, and who doesn't particularly care if you get a passport or not.

Problem is that you are not recognized as emancipated without a court order. So your parents should come. It reads as if it is DISCRETIONARY (up to Passport Customs) whether or not you will be approved.

If you don't bring them Murphy's Law says you will have someone that challenges your papers. If you do bring them, that guarantees you won't need them! LOL.

Good luck and have a great time getting your passport.

That information doesn't say, does it? Call your post office to see-or, where ever you'd be going to renew your passport.

Since you already have a passport, you may not need your parents with you.

You are going to have to get a ''rush'' on getting it. That is going to cost you about double what one usually costs. You usually should allow 2 months to get a passport.

No. You need your parents. The last sentence means that if you do not have ID to show, your parents need to bring their ID and show it.
