8. But you can get it resized to 7.5 or even 7.75 if you're worried it may get stuck.
The ring will not lose it's thickness if you get it sized up. What they do is they cut a slit in the bottom center of the ring, stretch it open a little and then add however much matching metal they need. This metal is just scrap pieces they have. It's never taken from your ring unless you go to a rip-off jeweler. The metal is then soldered onto the ring, matching any patterns they need to by doing some engravment on your ring (if it has a pattern), polished and then it's all set. My husband was a jeweler, so I do know what I'm talking about.

The jeweler will usually resize the ring so if you get the 7, then it will lose it's thickness and can possibly make it seem warped. If you get the size 8, you'll lose some of the metal and you'll still be charged for the resizing. I'd go for the 7 and have it enlarged as opposed to paying more for the 8 and then losing metal in the process of downsizing. Ask what happens with the excess metal and if it will be more for the size 8. You want to buy it for it's sentimental value, but you also want to be financially smart while doing it.

Ifd there is some thickness to the band go with the 7 and have it stretched half a size by a jeweler. If the band is thin it would be better to go with the larger ring, hope for the best, get a ring guard or have it sized by a jeweler.

I would get the 8, because it might actually fit him but just a little losely. Or if it's too big it would be easier to resize just because a jeweler would have more metal to work with to size down. It's harder to thin out metal to size up, or to add more of that same metal.

definatley get the size 8. He can always take it somewhere different eventually to get it sized. But fingers always swell in the heat and shrink in the cold. better to have the bigger size just incase.

chose an 8 and take it to a jeweler and have it cut down, it is cheaper than having a smaller one expanded.
