I do not think so, no.

Forcing progress is a bit like forcing children to eat broccoli. Sure, it'll work when you're right there staring at them, forcing them to eat it, but as soon as you turn your back, they're back to eating candy and ice cream and watching TV.

Developed nations have historically taken over undeveloped nations in the name of progress. This is making an assumption that out idea of progress is good for everyone. I don't feel that our idea of progress is good for anyone except the rich who benefit the most. Progress for the people of the undeveloped nation is not, however, our motive for the takeover. As with all the developed nations who have imposed their will on undeveloped, uncivilized, primitive peoples; the motive of the developed nation is profit. It always has been and always will be. We are no different than the Romans and their empire or the British and theirs. We use the undeveloped countries resources and their people/labor to line the pockets of the wealthy. No one has a moral right to the resources and talents of another nation or people.
