His whistle playing is rather rusty and falling on deaf ears. This could be instrumental in his music career being flat. He's getting brassed off, but there's no need to get the violins out. If he pipes up, starts playing to a different tune and makes a concerted effort, he may yet shine in the band (but tell him not to hold his breath). He could have a tinkle on the piano or fiddle with an organ to find out if that's his forte but it may have repercussions.

erm...unforunately a penny whistle isnt a brass instrument he'd need to be playing trumpet, cornet, euph, horn, tuba, trombone, percussion or even trying to conduct.
with penny whistle its slightly more along the lines of a wind instrument in terms of blowing techniques and the note fingerings. he'd maybe be best trying the saxophone or the clarinet and joining a jazz band.
if he really has his heart set on a brass band and he wants to do it quickly then percussions probably the best way forward, he could even end up playing the slide whistle with his super penny whistle techniques! hope this helps
oh and btw, its never too late to learn an instrument...once you can do one well then its pretty easy to adapt...i play clarinet saxophone and classical guitar from when i was about 6, and along the lines i've taught myself piano, flute and i've recently taken up violin (i'm 21 now). if he wants it badly enough then he'll get there! it'll just take practice!
