I broke my fibula 3 weeks ago today and the cast is scheduled to come of in 8 more days. My concern is that it has begun to hurt even more the past few days. I am worried the cast might not be ready to come off. One thing to note: the temperature where I live was unseasonably warm and the time the pain increased was when Austin had it's first "hard freeze". Can this influence the pain in a broken bone? I guess I have 2 questions here but am getting frustrated and sick of being gimped.

the temperature can definitely affect it, you should tell your doctor if your worried and see what he says, three weeks is usually long enough though

some people take longer to heal so you might still need to have a cast for a next week

You leg really should not still be hurting like that. Call your doctor just to be safe and sure that you are not developing an infection in it.
