You probably can't lower fixed expenses, such as gas, electricity, rent, etc. You can try to lower grocery costs by selecting less expensive food at the grocery store. Try not to buy extra things, and this won't lower bills, but it will clear up more money for you to pay your bills in the first place.
Are there things you are paying for right now that you don't really need? For example, do you have both a cell phone and a house phone? Get rid of one of them. Do you have expanded cable? Try cutting out some of the channels.
I would also track every single thing you buy for 2 weeks - whether it is a pop, or an entire outfit. This will tell you where your money is going.
Also, maybe you just aren't making enough money right now to cover your expenses. Try getting a second job, or ask for a raise if you have been there long enough.
The best thing to do is to just do what you can do right now, and try to go to college to invest in your future, so that you will not be in this situation forever.

Unplug everything u r not using, everything. Turn off lights when not in use or the room. Unplug clocks, radio's, and other products that use batteries and buy batteries for them. Don't open and close refrigerator door so often or leave it open while u're cooking or getting ready to store something in it. Wait until all is packed and sealed and ready to refrigerate before opening door to store stuff. Unplug computer and TV after each use. It might seem trivial and too much work for us lazy folks but believe me I learned my lesson and am enjoying a monthly bill o $12 to $18.00/mo. compared to $30 to $35.00/mo.

It is a 2 step process -- 1 pay them - 2 stop spending money on non-necessities. Also pay yourself first -- 10% of your pay goes into an interest bearing account.

depends on what bills you are talking aboot
Phone bill: Don't talk so much, Think aboot taking off call display,call waiting ect..
Hydro: Turn off light's when you are not using them
Water: Only use it when you need it like dishes shower's bath's
You learn as you go
