is it legal for a nurse to write a DNR telephone order?

A nurse does not have authority to issue a DNR order, and generally, DNR orders are signed legal documents, requring signatures of the patient or someone empowered to make decisions fo the patient and a witness.

I'm not sure what a "DNR telephone order" would be, but it is almost inconcievable that it would be allowable.
