I'm thinking Montel Williams.

Definitely wasn't Montel Williams, his show started in 1991. Would've been Oprah Winfrey, but she started in 1986, also she's not a man.
My best bet would be The Arsenio Hall Show, which debuted January of 1989. Check out Wikipedia for the details.
