I have been told by numerous people that Iam a great writer. I want to know if I can get money for writing freelance articles for my local newspaper.

It depends if the local newspaper would hire you...

Ask them. Show them your work. They should.

Maybe, but small papers sometimes don't pay or pay only $25 or so. Query your local paper's editor and ask for free-lance article guidelines. Ask about length, deadlines, topics, and style. Also determine if the publication is buying all rights (you can't submit it anywhere else) or first rights (they get the article first but you can post it on a web site or offer it to another publication).

If you don't know AP style, get the Associated Press Stylebook and Libel Manual from the library or from a bookstore, or study The Elements of Style by Strunk and White.

For a list of publications that accept free-lance work, go to the library and ask for The Writer's Market. This book lists periodicals, their contact information, what they want, how they want it submitted, their rates, and more.

Yes, you can. Contact some newspapers and magazines you like and let the editors know you're interested in doing some freelance work for them.
