try to pry the dial off. Bolt cutters, but usualy the thing the lock is connected to is weaker, so attack that.

the lock will not open. you have to get it cut off.

you don't if it is not yours,
but if it is then I would use bolt cutters and cut it off or a hammer and whack it off.
