Yes. Work rules apply always. You might think you can keep things separate, but you can't. Think about it this way. How often do you think about/deal with personal issues at work? How often are you thinking about work when you're off duty?

If it is sexual in nature, like bosses dating subordinates, then yes. If it is mostly anything else, I say no. The rules of your own home, or the state laws take affect after work.
