like. why should congress elect the president while trying to figure out a new constitution? i have like. the states were heading towards anarchy while under the articles of confederation. but i can't think of facts to support that.

Congress doesn't elect a president, and presidential elections are completely unrelated to a constitutional convention - if a convention was called right now, regularly scheduled presidential elections would continue because the constitutional convention essentially has no power until they produce a final document *and* that document is ratified.

The President of Congress (under the Articles of Confederation) is analogous to the Speaker of the House now, so if one had stepped down, they'd elect another so they could continue work, for the same reason noted above - the new Constitution only took effect after it was ratified by 9 states.
