I think the whole setup at jails doesn't help criminals in living in the real world where they have to make decisions. So I'd say something else as punishment.

The prospect of jail time is a big deterrent for many. once in jail there are programs such as work release and prison industries that the criminal can take advantage of to help pay incarceration costs.

Regular jail doesn't help them, certainly. Since technology is good enough to rely more on ankle bracelets for tracking, it would be a good idea to have them work off their debt in a supervised situation.

Violent crimes or bad economic crimes that rob poor peoples pensions, jail time
drug addicts just lookin for a fix, rehab

it depends on why they are there... violent crimes should get jail time and other crimes should get community service, or rehab....repeaters should then get jail time too.
