She lives in NY with me and know that she is 16 she needs to get a job.

If she is 16 it doesn't matter what type of schooling she is doing. She will need to get a permit if NY enforces that. Where I live you don't need a permit if you are 16 to work. but you can't work anywhere until you are 16 years of age unless someone pays you by cash.

Since working permits are many times offered by schools as a way to ensure you're maintain school work while working for a company in exchange for compensation, I highly doubt that. She is not working she is studying and if she has guardian permission, and can get there and back, then I don't see a need for any other state ot governmental approval.

If there is a curfew in place for people under the age of 18 or 21 in your community, she may need one.
