does anyone know anything about how often cat D prisoners get to visit family etc. from Ashwell prison. Does the Rutland unit at Ashwell automatically allow prisoners cat D status?

It depends on the sentence plan for an individual prisoner. Various factors must be considered, such as:

The offence the prisoner originally committed
The level of risk they are judged to pose to the public at present
The timescale for any release plan
Family circumstances
Etc.

The point of ROTL (release on temporary licence) is to see how well prisoners cope on a day or a weekend back in the community. It's a two way thing: it prepares the offender for what life will be like when they're released, but it's also a way for prison and probation staff to assess whether the offender is likely to cope outside prison and should be considered for release.
