the number of members who have at least tap dancing or singing parts : 31 - 8 = 23
the number of members who have only singing parts : 18 - 5 = 13
the number of members who have dancing taps : 23 - 13 = 10
the numbers of members who have only dancing taps : 10 - 5 = 5

From your description, I'm going to assume that the 18 who have singing parts do not also tap dance (since you specified that there are 5 who DO both sing and tap dance)

Now then---------8 (that we know of to start) do not tap.

31 - 8 = 23 = no. that may do both......except that 18 do not.

23 - 18 = 5 = number of tap dancing non-singers.
