Elephants are only legally available on ebay. Otherwise you will be sued under the EPA or Elephant Protection Act. Also, if you are going to buy an elephant you will need to buy the litter box that goes with it on ebay and the Trainer's Manuel. Also, you will need to buy A LOT of string cheese for the elephant to eat. Finally, if you want to make money off the elephant sell it to a person in Papau New Guinea to use as airplane fuel.

Maybe it's legal, but where you're gonna put him? You have a huge garden? Or you are the owner of your town's zoo?
I know one big famous store in England which I heard they sell everything and anything you want, including elephants. What's the name of it? I forgot.. Harrod's? Harold's? Harrod's if I'm not mistaken... Try to Harrod's England.

I suspect it is legal to buy one. How do you suppose zoos get them? But I think you will have many challenges finding a place where the zoning laws will allow you to keep it. That presents its own set of challenges.
