No it will normally die if the cut allows water under the shell.

The shell is divided into two parts, the carapace (upper shell) and the plastron and both are divided up into scales that cover the underlying bone. Herpetologists use these scales to aid in indentification of the species. If a turtle is in the water and struck by a boat, the shell may crack open and the animal would die. But if there is only fracturing without a opening, the shell may heal as long as no vital organ was injured. Many turtles have scars from boats, alligators or crocodiles and many have lost a leg or a part of a leg from such injuries. A new technique was developed to treat turtles with broken shells using fiber glass and repairing the shell much like repairing broken plastic and this also allows surgery to be done to turtles but it is only done for rare or endangered species and many Vets are not familiar with the technique.
