Do cardio for 30-45 minutes a day, 4-5 days a week till your body fat is under 10% then start adding ab exercises 2 days a week, I suggest crunches, knee raises, and side bends. But all of this means jack all if you aren't eating right. Don't go nuts trying to cut off calories, just make sure your eating minimal saturated, and trans fats, and eat a good amount of protein.

The best way? LOSE WEIGHT. When you get to around five or six percent body fat, you'll see your rectus abdominis, if it is well - developed. You can go the gym and make it larger and stronger, but you will NEVER see it until you do the exercise in the kitchen of eating right, and not too much!

If you do crunches, leg lifts, etc. and feel like you get a good workout, try losing some weight.
Most people already have some good abs under a layer of fat.

sit ups are about the best way to develop abs, because the movement makes the stomach muscles contract... its certainly not the most pleasant route, but it is the best way.
