Does anyone know a free website template site that I can use to build out a mock website (I am not going to put it up live, just to show for a grad school project) that is easy to use and most of all FREE.

Check out http://www.cssplay.co.uk and click on layouts. As long as you aren't going to publish anything on the WWW, you are free to use anything you find there. If you every publish your site, the owner (mastermind, if you ask me!) does request that you get permission and make a donation for some of his stuff, but not all of it.
