Maybe ask Animal Welfare as we seem to get a lot of "donkey" votes each election. Also people need a course on how to fill out how to vote cards, I was lucky in my School they had a few lessons on this after our final exams, also on Political parties, from an unbiased point of view, I found the lessons very helpful in understanding the system, voting and what the Political parties stood for. I have never been a, "I voted Labor because my mother, father did" I am proud I'm a swinging voter, I vote for the person as well as for the party, sometimes it is a conflict.

Absolutely not! That would be patently unconstitutional as the government only has the right to deny voting based on specific items, such as being too young, etc.
Also, the arbitrariness of such a test would surely disenfranchise people who may not be wildly intelligent, but still have an interest in the outcome of a given election.
